Dennis Rosenbaum of the Philadelphia Police Department. "He's pretty much the top of the organization when it comes to planning the event. This has been a month-long investigation with several more arrests to come."

In addition to Cavanaugh, authorities also arrested 20-year-old James Hare of Philadelphia for his involvement in the chaos that unfolded during the car meetups.
