In a decisive move to uphold the integrity of football, UEFA’s disciplinary committee has levied significant penalties against Montenegrin club FK Arsenal Tivat. The club has been excluded from UEFA club competitions for a decade, while a player and the sporting director have received lifetime prohibitions from any football-related engagement. These stringent measures stem from breaches of conduct and match integrity regulations during a 2023 UEFA Conference League qualifying fixture, highlighting the governing body's unwavering stance against corruption in the sport.
The penalties were handed down following a thorough inquiry into alleged match-fixing activities involving FK Arsenal Tivat. The investigation specifically scrutinized their two-legged UEFA Conference League qualifying tie against Armenian side Alashkert FC in July 2023. This scrutiny led to the identification of eight individuals, including players and officials, who were found to have violated key articles related to general conduct and the integrity of matches and competitions.
Among those sanctioned, Nikola Celebic, a 36-year-old player for Arsenal Tivat, and Ranko Krgovic, the club’s sporting director, have been permanently barred from participating in any football-related activities. Additionally, Cetko Manojlovic, Radule Zivkovic, and Dusan Puletic have each been hit with ten-year bans. Notably, Manojlovic is the only one among them still associated with the Montenegrin team. The repercussions extend beyond the Montenegrin club, as two officials from Serbian club FK Radnicki Obrenovac, Milan Vignjevic and Goran Janjusevic, received ten-year and six-year bans, respectively. Another individual implicated, Christos Psomiadis, was given an eight-year ban. To further emphasize the gravity of the offenses, UEFA has also called upon FIFA to extend these bans globally, ensuring that those involved cannot circumvent the sanctions by moving to different football jurisdictions. Furthermore, FK Arsenal Tivat has been hit with a substantial fine of €500,000.
Reports from August 2023 had already indicated that the second leg of the Alashkert-Arsenal Tivat match, which ended in a 6-1 victory for Alashkert, attracted UEFA's attention due to highly suspicious betting patterns. The first leg had concluded in a 1-1 draw. At that time, neither club provided comments regarding the allegations. Experts in sports betting integrity had previously warned about the susceptibility of European competitions, particularly those involving a diverse range of lesser-known teams, to match-fixing. The challenge for bookmakers in accurately setting odds for such fixtures creates an environment ripe for manipulation, making vigilance against suspicious activities paramount.
This decisive action by UEFA sends a clear message that integrity remains paramount in professional football.
