The reconstruction work is set to begin in spring 2025 and continue through 2026. During this period, NDOT will make every effort to maintain access to all businesses. The department, along with the contractor and business groups, will collaborate closely to keep the community informed about construction progress and any traffic changes.
The first set of improvements will focus on reconstructing and resurfacing the aging roadway. Nearly fifteen inches of the existing roadway surface and base will be pulverized and blended with new cement to create a more durable roadway base. Subsequently, six inches of new asphalt will be laid over this new base, resulting in a smoother and safer driving surface.
Between 10th Street and 15th Street, there will be roadway surface improvements along with the reconstruction of curb, gutter, sidewalk, pedestrian ramps, and driveways. The lane configuration will remain the same, with two lanes in each direction. Additionally, drainage, sewer, and water improvements will be made to tie into the existing drainage system. This will enhance the drainage network and reduce flooding concerns.
Electronic flashing pedestrian crossing signs, known as rapid rectangular flashing beacons, will be installed at various locations along U.S. 50. These signs will allow pedestrians to activate them and help stop traffic as they cross the street. This will significantly enhance pedestrian safety and make crossing the road easier.
Upgraded LED roadway lighting will also be installed, providing better visibility during nighttime. Underground conduit lines will be enhanced to improve connectivity to roadway cameras, road/weather information systems, and other essential facilities. This will not only enhance safety but also provide opportunities for the early installation of future electrical and communications infrastructure, including fiber optic cables.
Between First Street and Bell Avenue, U.S. 50 will be transformed into a "complete streets" design. This design includes one lane in each direction and a two-way left turn lane in the middle. This transformation will offer safe, comfortable, and convenient access to downtown for all. According to a report by Smart Growth America, "complete streets" can lead to a reduction in crashes and injuries while boosting employment and economic development.
The addition of bicycle lanes and widened and accessible sidewalks will improve mobility for everyone. Ely, being at the crossroads of major statewide bicycle corridors, will benefit greatly from these improvements. Additionally, designated on-street parking will make it easier for businesses to operate and for people to access them.
Electronic flashing pedestrian crossing signs will be installed at Fifth and Ninth streets, further enhancing pedestrian safety. Upgraded, decorative LED roadway lighting, along with trees and other aesthetic improvements such as welcome signs, will create a signature downtown environment. The three welcome signs, decorative pavement, street trees, and tile medallions set into the sidewalk representing the cultural heritage of Ely will give the downtown area a unique and charming look.
This project marks the second phase of the Ely Downtown Reconstruction Project. The first phase, completed in 2021, improved the highway and drainage on U.S. 50 between Bell Avenue and East 10th Street.
