The research, focusing on The INN Between in Salt Lake City, reveals a significant reduction in hospital utilization and substantial cost savings. The Impact of Medical Respite on Healthcare Utilization

Data collected during an internship funded by the Community Foundation of Utah indicates that medical respite at The INN Between decreased hospital visits by 91%. The program has saved local hospitals approximately $30.5 million since its inception in 2015, with $6.4 million saved in just the last fiscal year. Each patient benefited from an estimated annual savings of $47,110 in medical costs. These figures underscore the economic efficiency of medical respite as an alternative to traditional emergency care for homeless individuals. Moreover, the research suggests that reliable access to housing, medications, nutrition, and rest can effectively manage chronic conditions like COPD, hypertension, and mental health disorders, which are prevalent among the homeless population.

Expanding Capacity and Advocating for Policy Change

As the demand for medical respite services grows, so does the need for expanded infrastructure and funding. The INN Between is currently seeking legislative support to increase its capacity from 63 to 80 beds. This expansion would help alleviate the waiting list and provide more people with the necessary care and recovery space they desperately need. The facility aims to secure a one-time $500,000 grant for infrastructure upgrades and ongoing funding of $100,000 to maintain operations.

To achieve this goal, The INN Between must address several challenges, including updating its HVAC system to meet modern standards. Each room requires individual heating and cooling units to ensure comfort and safety for residents. Beyond physical expansion, the facility advocates for policy changes that would allow it to bill insurance, thereby securing a stable financial foundation. In 2021, the Utah Legislature passed a Medicaid medical respite waiver, though federal approval is still pending. If enacted, this measure could significantly enhance the sustainability of medical respite programs. Furthermore, the executive director of The INN Between emphasizes the importance of a broader vision for affordable housing and step-down care facilities, which would stabilize the vulnerable population served by the organization.
