The heart of Phoebe & Jay revolves around the daily adventures of six-year-old fraternal twins, Phoebe and Jay, who live in Tobsy Towers—a repurposed grand hotel turned affordable apartment complex. Alongside their optimistic father Pete and their no-nonsense grandmother Annie, the twins embark on numerous learning opportunities within this vibrant community. One episode showcases the siblings discovering old reel-to-reel recordings left behind by Tobsy, the building’s architect, and deciding to create labels to organize these historical artifacts. Such episodes emphasize the practical application of literacy in solving everyday problems and completing tasks.

At its core, the series promotes functional literacy, empowering preschoolers to use and create texts that help them navigate daily activities, communicate with others, and build important life skills. By modeling how to read flyers, sort items using labels, or assist neighbors, Phoebe & Jay illustrates the significance of reading in fostering independence and community engagement. Co-creators Genie Deez and Thy Than draw inspiration from their own experiences growing up in a low-income environment, aiming to provide representation for diverse audiences.
