Around 7:45 PM, law enforcement officers initiated a pursuit of a vehicle traveling northbound on Route 16. The occupants, 26-year-old Jonathan C. Sparks from Montgomery and 34-year-old Tiffany Nicole Bragg from Richwood, were reportedly driving erratically, passing vehicles in no-pass zones and doubling the speed limit as they navigated through the town of Clay. During the chase, witnesses reported seeing a pistol being thrown from the vehicle window, which was later recovered by authorities.

The pursuit intensified as the vehicle approached a stretch of road near the intersection of Route 16 and Route 4. At this point, the vehicle braked sharply, colliding with a police cruiser before careening down a steep embankment and crashing into the icy waters of the Elk River.
