After serving Swampscott as the Director of Finance and Administration for over four years, Amy Sarro has announced her resignation, set to take effect on June 27. She is transitioning into a new role as the Finance Director and City Auditor in Newburyport. During her tenure, Sarro faced numerous challenges, including balancing tax policies with departmental needs and navigating staff turnover. Despite these difficulties, she achieved significant milestones such as overseeing the hiring of exceptional personnel, managing funds for the new elementary school, and effectively utilizing American Rescue Plan Act (ARPA) resources. Interim Town Administrator Gino Cresta expressed gratitude for Sarro's contributions while wishing her well in her future endeavors.
Amy Sarro’s journey in Swampscott began in an unconventional manner—her first day coincided with "Star Wars Day" in 2020 when she started as the town accountant. Over time, her responsibilities expanded significantly. Just before her one-year anniversary, she was promoted to Director of Finances and Administration. Reflecting on her experience, Sarro noted that her position continuously evolved due to various circumstances. For instance, shortly after joining, the Human Resources Director resigned, necessitating Sarro to assume HR duties temporarily. This period tested her adaptability and leadership skills as she navigated through a series of departures within the team, which required enhancing workplace morale and recruiting new members.
Throughout her career in Swampscott, Sarro encountered numerous hurdles, particularly concerning fiscal management. One of the most challenging aspects involved striking a balance between departmental service levels and minimizing unnecessary tax burdens. She explained that this was both time-consuming and demanding, requiring careful consideration of each department's needs against the backdrop of overall financial constraints. In addition, this fiscal year presented unique obstacles with the departure of Town Administrator Sean Fitzgerald and the subsequent appointment of Gino Cresta. Sarro played a pivotal role in acquainting Cresta with municipal finance intricacies amidst adhering to the budget timeline, describing it as a “perfect storm” of situations.
Beyond the challenges, Sarro takes immense pride in several accomplishments during her tenure. Among them is the recruitment of outstanding individuals who have since become integral parts of the town’s operations. She also highlighted the successful completion of the new elementary school project and the prudent management of ARPA funds. Her dedication ensured that public health remained a priority, preserving critical investments derived from emergency funds. These achievements underscore her commitment to fostering a sustainable and supportive community environment.
As Amy Sarro embarks on her new professional chapter, her legacy in Swampscott remains indelible. Her adept navigation of complex financial landscapes and unwavering focus on community welfare leave a lasting impact. The transition reflects not only her personal growth but also her readiness to embrace fresh opportunities in Newburyport. With heartfelt appreciation from colleagues like Gino Cresta, Sarro steps forward with optimism and determination, ready to contribute positively to her next endeavor.
