Penny Lynch, a longtime resident of Elyria, Ohio, has experienced firsthand the consequences of reckless driving in her community. "The whole house shook," she recalls, "Things fell off the walls inside. It was weird, it was a very hard hit."

As Lynch emerged from the aftermath, she witnessed the passengers of the vehicle attempting to flee the scene. "When I came out, the passenger was getting out and heading down the street, and then the driver was actually, she was first right at the car, I assume just got out, and then she was stuck in the backyard because where the car was, it was blocking her only exit out," Lynch described. Despite their efforts to escape, Lynch tried to delay the driver, who was visibly injured, with "blood all down her face" from hitting the windshield.

This incident is not an isolated occurrence in Lynch's neighborhood. She reveals that her house, as well as those of her neighbors, have been struck by vehicles on multiple occasions. "This is not the first time a car has hit my house or one of my neighbor's houses," she stated. The root of the problem, according to Lynch, lies in the combination of excessive speed and the challenging road conditions. "They come around the curve, it's a 25 mile per hour turn on a 35 mile an hour street, but when they're coming too fast, they can't make that curve and they hit the tall curb on the other side, so they kind of ricochet off, and I'm in the line of fire," she explained.

Despite the ongoing challenges, Lynch remains optimistic about finding a solution to the problem. She acknowledges that "things happen" and that one must "deal with it" and "put your head down and go."
